1. Should pay be linked to the present or expected value to the educational organization?

2. Should pay be adjusted at certain points in transformation process?

3. Who should monitor the process and determine if the pay being awarded is having a positive effect on hard-wiring behavior?

4. What does the literature say about extrinsic motivators such as pay?
